Why can't you? If you have "natively" mobile CPU - you can set it to any multiplier (equal or less than start one), it is not locked, AFAIK. So, if your mobo doesn't support 13x and higher - just insert a little wire into CPU socket (see AMD CPU FAQ for details). If you want to unlock all multipliers upto 24x - you have to do some painting on your CPU with silver ink or conductive glue or whatever.

Partially right. You can change multiplier to anything lower than 16x, but not automagically(tm). You have to do it manually each time you need more or less processing power. Or mess with programs like CrystalCPUId and load them every time, when you start Windows. For Linux - there are some pieces of software like k7ctl, but I don't know much in this area.
