Yes I found that out on a harder way
I removed 7165 and replaced it by rt8120 which gave nice 1.35v as it should (at least I thought it should but result was the same so I reverted back to apw7165 just to find out that c version is a .6 reference :/ (1v is a nice round number and I should have wondered why)
Maybe it's just some broken bga ball under gpu because board is a bit warped there or maybe capacitors that I used as a replacement for a missing ones under one memory chip are not adequate substitutes... I'll keep looking...
