before desoldering anything, i would check for RST/CLCK signals on SB and MIO,first of all, then rest of major components, as well as i woild check, if there is a life on address bus, especially on bios;
assuming voltages are all good and sgnals are present, bios is active - then SB has "otval" ( also i would think there would be some irregularities with SB impedance (resistance).
