каким образом можно перевести миги в ХЕКС? 

Ы -ы -ы !!!

все миги разделяютса на две цифры Хх (Х-первая;х-вторая)

например:

мигаем светодиодом 5 длинных и 11 коротких - получаем

Х=5;х=11 --> переводим в HEX ---> 5=5 ; 11(BIN )=B(HEX)  результирующий код получаем   5B (HEX)

мигаем 1 длинный + 3 коротких получаем 13 (HEX)
