lexuanhoa, a little uncertainties appear here, because you started fixing mobo somehow "backwards", i.e. from the end to the beginning. All system RESET signals have a defined hierarchy, and strongly depends on each other and some additional factors. For example, if you will look at AC82G41 north bridge datasheet, http://www.intel.com/content/dam/www/public/us/en/documents/datasheets/4-chipset-family-datasheet.pdf you may find a description of CPU_RST# signal as it:
CPU Reset: The FSB_CPURSTB pin is an output from (G)MCH. The (G)MCH asserts FSB_CPURSTB while RS (PCIRST# from the ICH) is asserted and for approxim 1 ms after RSTINB is de-asserted. The FSB_CPURSTB the processor to begin execution in a known state.

Generally, no one system reset will be asserted if there are faults of main voltage supplying rails. So I would suggest you to check all the power supplying rails for their proper function first which will be the normal way to move further

Do you mean ICH7? It consists of many blocks and any of them could be damaged. Than approaches to determine misfunction with VOM will be very different. The most easy for the beginning is just measuring voltage drop (with multimeter in "--|>|--" mode) from power supplying rails used by SB (can be found in schematic diagram) to the ground and comparing to those of functional mobo. They should not be orders of magnitude lower. But practically this method is rather useless. Note, that very frequent situation seen when the SB is damaged is its abnormal temperature observed in stand-by mode or on running MB. Frequently, mobos with defected SB can demonstrate no responce to pressing PW_ON switch, read description of RTC signals block, also SLP_S3# and SLP_S5# power management signals in ICH7 datasheet

[OFF]2 maco - with some individuals VOM can also be understood as "Voman Over Man" (жаль, чуть буква не совпадает /images/smiles/icon_gigi.gif). А вообще, действитеьно, гугль выдает как Voltage / Ohm Meter, не знал такого :)[/OFF]
