How (at which conditions) and where did you measure that CPU_RST# is at low level (0.22 volt)? Was CPU inserted in the socket?

I used OVM test voltage CPU_RST #. when mounted on the CPU socket, check the power voltage CPU_RST # = 0.22v, compare well with the mainboard CPU_RST # = 1.23V voltage. I read on the forums can remove the IC share a com port communication. I did, but not at the moment.
commonly, CPU_RST# has a pull-up resistor connection to +GMCH_VTT, and is connected to corresponding pins of CPU socket on one side and north bridgge on the other. Did you check NB powers are Ok? Give, please, a measured resistance values from CPU_RST (pin "G23" at LGA 775) to ground and to GMCH_VTT output
